The Government Marketplace That Quietly Became a Lifeline for Small Businesses

A few years ago, none of them had a realistic chance of selling directly to the government. Government procurement was a world dominated by paperwork, middlemen, and long-established vendors.
Today, businesses like these are winning regular government contracts through a digital platform that many people outside the MSME ecosystem have barely heard of.
That platform is the Government e-Marketplace (GeM).
A Marketplace That Has Grown Into a Giant
The numbers are staggering.
In the financial year 2025–26 alone, GeM facilitated procurement worth more than ₹5 lakh crore. Since its launch in 2016, the platform has processed a cumulative ₹18.4 lakh crore worth of government purchases.
To put that into perspective, that figure is roughly three times the annual budget of a mid-sized Indian state—all generated through government departments buying goods and services online.
But the most interesting story isn't the size of the platform.
It's who is benefiting from it.
MSMEs Are Winning Big
Micro, Small and Medium Enterprises accounted for 68% of all orders placed on GeM during FY26.
More than 11 lakh MSMEs fulfilled over 51 lakh government orders, together receiving business worth approximately ₹2.36 lakh crore.
For years, government policy required that at least 25% of procurement should come from MSMEs.
On GeM, that target wasn't just achieved—it was exceeded by a comfortable margin.
Before GeM, Government Contracts Were Out of Reach
For many small businesses, selling to the government once meant navigating a maze of bureaucracy.
Winning contracts often required:
Understanding complex tender procedures
Building relationships with officials
Working through intermediaries
Managing extensive paperwork
Waiting months for payments
For many entrepreneurs, the effort simply wasn't worth it.
As a result, government departments often relied on the same established suppliers year after year while thousands of capable MSMEs remained excluded.
A Digital Marketplace Changed the Rules
GeM simplified the process.
A business owner can register on the platform, upload products, set prices, and become visible to government buyers across India.
These buyers include:
Central ministries
State governments
Public Sector Undertakings (PSUs)
Railway departments
Defence organisations
Municipal bodies
A furniture manufacturer in Agra can now compete for the same order as a large company based in Mumbai.
Success depends far more on pricing, quality, and delivery performance than on connections.
Inclusive Growth Is Showing Up in the Data
The platform has also broadened participation across different categories of entrepreneurs.
During FY26:
Women-led businesses secured orders worth over ₹28,000 crore.
SC/ST-owned enterprises received contracts exceeding ₹6,000 crore.
Startups won government business valued at around ₹19,000 crore.
These aren't symbolic initiatives or pilot programs.
They represent real commercial opportunities translating into actual revenue for businesses that previously struggled to access government buyers.
State Governments Are Fueling the Expansion
One major reason behind GeM's rapid growth has been the increasing participation of state governments.
Procurement through state agencies grew by 38.3% in FY26.
As health departments, municipal corporations, educational institutions, and district administrations adopt the platform, sellers gain access to a much larger nationwide customer base.
A soap manufacturer in Bihar, for example, is no longer limited to local government offices and can now receive orders from departments across India.
Technology Is Making Procurement More Transparent
Government procurement has historically faced concerns around collusion and fraud.
To tackle this, GeM uses an AI-powered monitoring system known as the Sanity Framework.
The system continuously scans transactions for suspicious patterns such as:
Buyer-seller collusion
Cartelisation
Price manipulation
Order splitting to avoid scrutiny
False technical rejections
Product misrepresentation
By identifying unusual behaviour before payments are released, the platform aims to improve transparency and reduce procurement risks.
Looking Beyond Domestic Procurement
FY26 also introduced support for transactions in currencies other than the Indian rupee, reflecting India's expanding network of Free Trade Agreements.
While GeM remains primarily a domestic procurement platform, this development suggests that policymakers envision a broader role for it within India's evolving trade ecosystem.
Why More MSMEs Should Pay Attention
For businesses that currently rely only on private customers, GeM offers a compelling alternative.
Government demand tends to remain relatively stable even during economic slowdowns.
Unlike private buyers facing cash flow challenges, government procurement follows structured payment timelines, and sellers can track order status directly through the platform.
Getting started is straightforward.
Registration is free, and businesses generally need:
A valid Udyam Registration
A PAN card
A bank account
The platform charges only a modest transaction fee after successful order completion.
Registration Alone Doesn't Guarantee Success
That said, simply creating a GeM account is not enough.
Businesses with incomplete listings, poor-quality product images, weak pricing strategies, or inconsistent delivery records are unlikely to attract buyers.
Successful sellers typically invest time in maintaining professional profiles, responding quickly to inquiries, and building strong ratings through reliable service.
Like any online marketplace, effort matters.
The Bigger Picture
GeM has quietly transformed how India's government buys goods and services.
More importantly, it has transformed who gets the opportunity to sell.
By replacing opaque procurement processes with a nationwide digital marketplace, it has opened government contracts to lakhs of entrepreneurs who previously had little chance of participating.
For many MSMEs, GeM is no longer just another portal.
It has become a steady source of business, a gateway to new customers, and in many cases, a genuine growth engine that levels the playing field between small enterprises and large corporations.
